I just graduated from MSU. I did come into MSU with a 3.3 GPA and a not so good ACT score, so I think if you are going to have less than a 3.0 you should score very high on the ACT or the SAT. There is not set GPA, but I advise you to have at least a 3.0 due to the number of applicants/perspective students wanting admission to the school.
I don't know the needed GPA to get into Michigan State University. But you definitely need to get decent grades. A good GPA and a decent SAT score are a must. After you accomplish this, start thinking about ways you can separate yourself from the competition. Extracurricular activities are very important. Lastly, make sure you want to go to Michigan State University. I know a lot of students that thought they wanted to go to their dream school, but when they got in and went to that school, they were really disappointed. For MSU, anywhere above a 3.3 or so. U of M is a bit higher, a 3.8 would be almost a guanrateed in! However, a GPA isn't everything! As long as you have solid test scores, EC's and courses, you should be able to get in!
