Forbes Road in Pennsylvania, the first stone road, led southwest. The Appalachian Mountains with the lesser Allegheny Mountains formed a considerable barrier to roads.
The National Road (The National Pike, aka Route 40) was the next huge undertaking--- for more than half a century, it was nothing more than a muddy, rutted one lane passage where farmers drove herds of pigs, cows, chickens, sheep, etc to river markets for transport south. Local residents threw down rotting garbage into the ruts, covering this with hay, grasses, dead crops, etc. Then, mostly single males or heads of household could ride their horses to town, or families on Sunday could drive to church services. Otherwise, everyone walked.

The next major E-W highway was The PA Toll Road (PA Turnpike, I-76 / 80). The Turnpike was built (1950s) nearly 100 years after improvements (paving) to The National Pike.
It only took another 25 years (early 1970s) for local Interstates to be built in the east.

It is unclear what an "Arab road" is. Roads do not have ethnicities.There are security guards who man checkpoints along the Israeli border with the West Bank, a border which surrounds Jerusalem and divides it from number of Arab towns in the West Bank, including the de facto Palestinian capital of Ramallah. However, roads between Arab neighborhoods and Jewish neighborhoods in Jerusalem do not have checkpoints or special guards.
