All European countries are in Europe. What you probably meant is two European countries that are not members of the European Union. There are many of them. For example: Albania and Norway are not members of the European Union, but they are European countries. Europe is a continent and the European Union is an organisation.

There are European countries whose borders extend from Europe into Asia, Turkey and Russia for instance, but they are still classed as European.
