I am pretty sure the answer is yes. I own a pitbull in Massachusetts and all homeowner or apartment insurance polices exclude pitbulls and a few other breeds. I own a pitbull in Massachusetts and live in an apartment. I could not find any insurance companies in MA that would cover my dog. I did find a few out of state companies on the internet where you can get insurance polices that cover any type of dog. My dog has never bitten anyone and has never shown any signs of aggression at all, yet it is almost impossible to get insurance on him in MA (and most other state too).

You don't. If you are concerned about a dog in your neighborhood, it is better to try to prevent any possible injuries by calling the local dog warden. If you call the "homeowner insurance carrier", it is obvious that your only concern is in intervening in that homeowner's private insurance contract and that can get you into trouble and will not improve the safety in your neighborhood.
