It needs to comply with a standard known as "Norma Oficial Mexicana" (NOM). It was created and is maintained by the "Direccion General de Normas" (DGN), which belongs to the Secretary of Economy. They detail the form, format, documentation that must be maintained for compliance to laws and regulations; they also detail fines and sanctions.
For example the standard NOM-184-SCFI-2012 details the "Regulatory elements for the commercialization and / or provision of telecommunications services when using a public telecommunications network."
Once your product complies with NOM, it can be sold within Mexico.
