There are two ways to read this question:

(1) What are pragmatic difficulties with learning the Qur'an? -- What aspects of the Qur'an make it difficult to learn?

There are three main difficulties to learning the Qur'an. The first is that the language of the Qur'an is a form of Arabic that is no longer popularly spoken or understood. This makes it very difficult for people to understand the Qur'an, strictly from a meaning point of view. Additionally, for the majority of Muslims, Arabic is not their native language, so there is the added burden of learning a second language in order to understand the text. The second major difficulty is that many of the words of the Qur'an have multiple meanings or are interpreted with a less commonly used definition. As a result, the most commonly understand meaning might be incorrect, making reading at first glance confusing. Finally, much of the Qur'an requires vast amounts of exegetical material (Hadith, Sira, and Fiqh) in order to properly apply and contextualize.

(2) What are the negative effects that derive from learning the Qur'an? -- What does the Qur'an incentivize in society that is negative?

This is, of course, very controversial. Rather than weigh in on this, I would advise reading both Islamic Scholars who will cite the benefits of Islam and the Qur'an and Critics of Islam who will cite the negatives about Islam and the Qur'an. Then make your decision about which case is more logical.
