Several things could do that but the first one that comes to mind is a bad front wheel bearing/hub assembly.

There can be a slight humming noise while driving a neon. This sound could come purely from the engine to indicate that it is running.

I have a 99 1500 had a loud "humming noise" going down the road. after extensive tests and trouble shooting, i found the rear pinion gears were shot. If you can do it safely remove the rear drive shaft plug the hole in the differential, and drive the truck in 4 wheel drive for a short distance if the noise goes away, it is probably the gears in the rear diff.
No. The loud humming noise could be a wheel bearing going bad and it could damage the ABS sensor if allowed to continue.
If the car is straight drive check the transmission fluid for full. Check the u joints on a rear wheel drive. Look for any loose parts on the exhaust system as well to try and find the humming problem.
