An incomplete circuit is an open circuit; i.e. some part of the circuit isn't connected to anything.

Or think of it like this: A circuit is complete when there exists a complete (or closed loop) path for the electrons to flow through it. Also known as a closed circuit. If this is not the case, then it is an incomplete (or open) circuit.

An incomplete is a circuit that is opened somewhere and not allowing the electrons to travel. There is a number of reasons for this, a cut wire, a bad relay, a bad switch, any thing that breaks the loop can cause an incomplete circuit.

when the switch is opened in the circuit the circuit becomes incomplete. eletrical currant can no longer travel all the way around the circuit and the bulb goes ou! LOL!
