I think you need (for the best paint): Red Gore, Blood red, Blazing orange (but I suggest you to use the red and orang fondation colors) for the most extensive armour surface. Then, dark angel green, Snot green and Green scorpion for the scale armour. Plus, some other colors for details like Ultramarine blue, Ice blue, Boltgun metal and Mithril Silver (for metal details), Space wolf grey and Skull withe (for very highlight surface). Eldar are supposed to be a colorful army, whos color scheme is based on the type of unit. Go look through some images of how the Heavy Metal team (GW employees) paints them. Also if you look in the back of your codex there are like 10 pages on examples of painted models.

Depends what you mean by the term hard to paint. Some Space Marines have some fiddly details but altogether I say no.
I suppose in games like WoW minis, Star Wars minis, hero clix, you don't have to paint the models, but have a similar game play as warhammer. however they are not as intense, and some, like wow require the use of cards.
