Not really, oil paints would not take to the models well (especially the metal cast ones) and would not allow for much detail. Additionally oil paints would likely cost alot more than the recommended citadel paint.
The best is an acrylic or enamel over a primer, especially pewter models.
Asian Paints can be used paint the rings. All types of colours including Gold, Silver and Metallic Paints can be used to show brighter and attractively visible for all.
