No particular idea led to Rome becoming a power in the Mediterranean or to develop a large empire. Imperial expansion did not occur because of a grand design of conquest or an imperialist ideology. It developed mostly by chance. It was the result of Rome winning a large number of separate and unrelated wars which took place over some three centuries. The Romans did not know that they were going to find themselves with an large empire and were initially ill equipped to deal with it. In fact, it can be said that the Roman Republic fell under the weight of imperial expansion. The institutions of the republic were so inadequate to deal with the transformations in the Roman society an economy created by expansion and with the administration of the conquered territories that it was torn apart by a series of civil wars which led to the downfall of the republic. It was only with the subsequent creation of absolute rule by emperors that Rome became capable of handling having an empire. A key element in Rome becoming a power in the Mediterranean was her wining the three Samnite wars against the Samnites of southern Italy. The second and third of these wars were a conflict over the control of central and part of southern Italy. As a result the peoples who lived in these areas became allies of Rome. They had to supply soldiers who fought in auxiliary troops which supported the Roman legions at their expense. The system worked because Rome supported the ruling elites of these peoples and shared the spoils of war, which could be considerable. The allies supplied at least 60% of the pool military manpower available to Rome. This was probably the largest pool in the Mediterranean and made Rome a Mediterranean power. The policy of alliances was determined by expediency. Rome chose to leave the peoples of central and southern Italy autonomous and try to get on with their elites and to integrate them into their world. Allied town leaders who were loyal to Rome were granted Roman citizenship as a reward. Trying to conquer these peoples would have been costly and risky. There could be the risk of rebellions and the allies outnumbered the Romans. This way Rome maintained stability and control and increased her military manpower.

In short, it was the same as any other war or conflict, bloody, brutal and costly....... It was a seasonal conflict, sweat in the summer and freeze in the winter. To advance meant climbing hills and mountains because that was where the Chinese and North Koreans fought from........In my opinion, one of a kind conflict............... I disagree: You are only illuminating one aspect of the conflict. Yes there was considerable hill to hill defence - but much of the pacific campaign of WWII was similar in parts. The only recourse is to read a book on the whole conflict to get a feel for the different phases and aspects of the conflict.
