Yes. Anyone from any nationality can apply for citizenship. Some exections are countries at war like Afghanistan though with the proper paperwork and cqualifications anyone can join. The same rules apply for Canada.
The prefix -stan means "land of" in Persian and the Persian language used to be the dominant lingua franca of these countries (it still is in Tajikistan and half of Afghanistan though).

No. They don't have easy or free access to other Muslim countries. They have to obtain visa to visit other Muslim countries. It seems ironic, though. According to the universal teachings of Islam, the Muslims are a United Ummah. The reality is, however, different and bitter.

It is a sea...though named bay, it has characteristics enough to be designated a sea as it is now being termed because it is partially enclosed by land(the Indian subcontinent for most of the part) and has access to Indian ocean(considered its off-shoot).
