The best place to get a free credit report is annualcreditreport This website is part of the legally mandated access to one credit report per year for each of the three major credit reporting agencies. Equifax, Transunion and Experian all participate in this site and allow customers to get one report per year from each agency.
A collection agency can report you to the credit bureau for any amount of money. There are agencies that will report for amounts under a hundred dollars.
