Governors or an appointed agency/board depending on the state you live in can grant pardons or reprieves for offenses under state criminal law. The pardon power of the President extends only to offenses cognizable under U.S. Federal law.

ANY crime can be pardoned. A pardon does not indicate that the person pardoned is not guilty, but that they are forgiven and no longer deserving of punishment. While laws vary by state, a pardon request usually needs to be accompanied by a lengthy period of exemplary behavior and a reference check. Generally, the more serious the crime, the longer the time requirement for excellent behavior. There are few standards or checks on the exercise of the power to pardon.

Who pardons criminals?

In the United States, it is the executive branch of government that can pardon a convicted criminal. By issuing a pardon, the executive is overruling the decision of the judicial branch (the court system). Federal crimes can be pardoned by the President. Crimes tried and sentenced in state courts can be pardoned by the governor of that state. The only time a federal or state executive cannot grant a pardon is in cases of impeachment.

Did Ford pardon Nixon for past present and future indiscretions?
