Monroe was elected to the Virginia House of Delegates in 1782 and served in the Continental Congress from 1783 to 1786. Virginians held a full spectrum of opinions about the merits of the proposed change in national government. Led by Monroe and Edmund Pendleton, these "federalists who are for amendments," criticized the absence of a Bill of Rights and worried about surrendering taxation powers to the central government. Virginia ratified the Constitution in June 1788, largely because these men suspended their reservations and vowed to press for changes after the new government had been established.
