As part of Stalin's elimination of his enemies, he purged the country of its own engineers and technicians. Stalin developed engineering schools to train Soviet engineers with the political thinking needed for his grand plans. They figured it would take 10 years to turn out fully-fledged engineers. Then Stalin started his 5-year plans and, along the way, brought in needed engineers from other countries (since he had gotten rid of his own) - many were said to be Americans who were negatively affected by the Great Depression.
One of those Americans was an engineering genius, Zara Witkin (1900-1940), the son of Jewish emmigrants from Russia. The Great Depression made him an anti-capitalist and he felt the Soviet model was the wave of the future. He went to the USSR in 1931, had a successful career there, but left in 1934 after recognizing the futility of battling the corrupt bureaucracy.
