I have a instrument light that is on ---- 1999 Cougar , it looks light a transmission, but I think it is the emission indicator on the far left of the steering wheel, what does this mean?

According to the 1999 Mercury Cougar owners manual : In the fuse panel under the instrument panel : ( # 21 is an orange color 40 amp fuse for the power roof , power windows )
you take apart the dash and get to the instrument panel. then you take the instrument panel out and on the back of the panel you'll will see the lights

First thing to check for is a blown fuse. Look in your owner's manual for location of fuse - if you don't have a manual, look in the fuse block.

To remove the door panel on a 1993 Mercury Cougar XR7, the first thing to do is to remove the lens covers from any lights in the door. The unscrew the light fixtures from the door. The door panel is attached by the use of clips. With a little nudging with a flat object, such as a screw driver, the clips will pop free of the metal.
