Well it's obvious that you still owe them money and the "Lien" was released by mistake. The honest thing to do would be to call them and inform them so they can file for a new title.
Contact the finance company and get a lien release from them. With that lien release you can have them removed from the title. You cannot get the lien release unless you have paid the loan off in full.
You need to take the release form and the title to the DMV. They will issue you a new title without the finance company on it. They will NOT do this until / unless you have the signed title and a release from the finance company / legal owner. The process costs only a few dollars.
You keep the title. It should show a leinholder listed below, under your name. The new lender doesn't actually need to have the title, as the new lender will release the lien after the payments are made in full. You will then be issued anothe title, showing you as being the sole owner of the vehicle. This is what they refer to as a "clear" title.

I did some company research, because I couldn't find my title/release of lien. I called a couple of CitiFinancial offices for more info. Turns out CitiFinancial Auto went out of business in Sept, 2010. They were purchased by Santander, an international finance corporation.
You need to contact the finance company and ask them to release the lien, it normally takes about 45 days. Please don't think that they will just give it to you they may state that you have moral obligation to pay but you do not have a legal one. Please remember that......do not affirm the loan and do not pay. Contact your lawyer and trustee if you have any issues with the finance company. I believe you will.
