The ISM is (at least) a variably diffuse particle medium. It can modulate he wavelength of light (ergo also the received 'frequency'), and also it's optical axis (aberration) and polarity (Interstellar Faraday rotation). A number of effects exist, largely kinetic, which are unexplained so 'anomalous' when considered in terms of current mainstream theory. (Research 'Sauron' survey findings etc.)
There may also be a red-shift effect, although this is currently assumed to only arise from recession of emitters, as the ISM is still wrongly assumed in some areas to be an 'empty vacuum'.
