South Dakota does not have an NHL team. The Sioux Falls Stampede are USHL and the Rapid City Rush are CHL.

There have been some in the past. There are mostly scouts from the USHL & NAHL. From what I hear from friends that have went there have been some top WCHA CCHA & HE schools in attendance.
It is possible to enter the OHL, WHL or QMJHL (all part of the CHL) while in high school if you are of bantam age level. To be drafted into the CHL you have to be entering the midget age level (15).
It depends on what league they played in before. If they were in the CHL (OHL, WHL and QMJHL) then no, due to an agreement between the NHL and the CHL players are restricted to either the CHL or the NHL until they turn 20. If they're coming from college, Europe or the USHL then they can play wherever they want.
Start playing hockey at a very young age. In Minnesota, you can play on your local team and for your high school. If you live elsewhere, you need to start playing AAA hockey at a young age, preferably in Detroit. Around the age of 17, you need to be playing Junior A in a quality league, such as the NAHL, USHL, OHL, etc. You need to practice at home as well.
