"Summertime" in Europe is similar to what we call "Daylight Saving Time" in North America. Basically, an hour of daylight is shifted from the early morning to the evening, giving the appearance of an additional hour of daylight. In Europe, "Summertime" begins on the last Sunday of March and ends on the last Sunday in October. Unlike the United States where we change our clocks when it's 2:00 AM in our own time zone, every time zone in Europe (that observes "Summertime") makes the change at the same time - 1:00 AM UTC (or Greenwich Mean Time). thanks to webexhibits.org for the info.
Kent builder William willet noticed that day light hours were being lost whilst people were sleeping. He first lobbied with the government in 1907 but it was not until 1916 that the clocks were brought forward an hour.
