The pulser in the tank on Fiero does not exsist.
The item that buzzes inside the tank for a second every time the key is turned on is the fuel pump. The computer turns it on when the key is turned on and while the starter is turning the engine. The pump is run by a relay and the oil pressure switch going down the road.

Fuel pump in a Fiero is electric. It's in the gas tank. Gas tank's in the middle of the car. Drop the tank. Pull the pump.
The fuel filter is mounted in line on the fire wall just forward of the exhaust system

Kind of tucked in behind the air cleaner behind the driver on the fire wall. It is identical to the fuel pump relay and I do not believe the AC relay is listed any more but the fuel pump relay is.
All fiero fuel pumps are electrical and housed inside the fuel tank. It requires you jack up the car and completely drop the fuel tank. The fuel level gauge sensor can also be damaged if you are not careful. Due to the explosive nature of gasoline I had mine replaced at a local shop for under $200. You may want to check the fuel pump relay and fuel filter before replacing the fuel pump.
It is at the bottom of the front engine bay wall off set to the passenger side.
All Fieros have the fuel pump inside the fuel tank By the way you may be having trouble because there was no fiero in 1977, production was from 1984 to 1988 so your car is probably a 1987
