It does the same thing as the Blind Skull i.e. it makes your HUD disappear.Also it makes you start the next level with a spartan laser and your current secondary weapon.

The silver skull is called the Blind skull and causes you to lose your HUD when activated. Also, if carried to the end of the level Cortana, you will start the next level with a Spartan Laser, and whatever weapon is your current secondary.
