It's Japanese for "divine wind". It originally referred to typhoons that severely damaged Mongol fleets that were trying to invade Japan in the late 1200s. The Mongols were defeated in the subsequent battles. Because of this, Japanese warriors came to believe that they could not be defeated on their home islands; they believed that even supernatural spirits would summon storms to protect them.

During World War II, it came to refer to the Japanese attempt to replicate the typhoons that defeated the Mongols by using airplanes in suicide attacks on the navies of the Allied Powers (mainly the US and UK). While they had some success in damaging and even sinking some ships, the Allied navies were far too large, and they were able to easily sustain what few losses they suffered. However, the Japanese could not afford to lose the airplanes and pilots they lost.
