The King and Parliament viewed the colonies as property of England with the colonists under the control of King and Parliament. Any "protection" the colonys had was against damage to that property. Various actions by colonials, which could only be seen as acts of rebellion had already occurred through out the colonies; riots, theft, vandalism, lynchings and other physical violence against the King's officers and property. Lexington and Concord, and the Battle of Bunker's Hill occurred before the petition, in the form of a letter, was sent to London in July 1775. The premature sending of the unofficial letter was due to those events. The King was well aware of its existence and contents before the formal petition was presented August 21. He refused to officially look at it since, in his expressed view, it was from an illegal and illegitimate assembly of already rebellious colonists. Knowing of the petition and its contents he issued the Proclamation on August 23. The rejection of the petition and issuance of the proclamation made many colonists see that the King was not their "protector" and the only choice was between complete independence or complete submission.
