The Google logo was a collaboration of colored doodle balls that moved away from your cursor when moved near to it. It was in honor of the 10th birthday of the Google search engine.
I think that today is supposed to be Google's birthday, so the bubbles are probably intended to represent balloons. It's an effect created using HTML 5.

The winner of Google's 2010 competition was nine year old Makenzie Melton from El Dorado Springs, Missouri. Her doodle depicted the Google logo submersed in rain forest life.
It fell on a Saturday and was an encore episode, with the answer "company logo". (The answer for Friday, September 24, 2010 was "flatbed truck".)
