She still have plenty of other menstrual products such as menstrual cups, softcups, menstrual pads, etc. to chose from or she may go without menstrual products all together. If your mom is older she may not menstruate at all, she may have gone through menopause.

You can use other internal products like menstrual cups, softcups, diaphragms, menstrual sponges, and soft tampons - all these absorb or collect blood before it leaves your body.

You can use external products like menstrual pads, pantiliners, interlabial pads, and period underwear - all these absorb blood as it leaves your body so it doesn't get onto clothes.

You can also use free-bleeding when you just bleed onto your clothing, it is little different to just allowing discharge to get onto your underwear, although free-bleeding isn't really an option for people with heavy flow as it would show on underwear. You also have menstrual release, this is where women use vaginal muscles to stop flow leaving the body until they go to the bathroom.
