It all depends on the card(s). If the card has a trigger effect (it activates automatically) then you must carry out the effect.
If you forget about the effect, you need to negotiate with your opponent. If the card's effect was nothing major, such as forgetting to give yourself Life Points (LPs) with "Solemn Wishes", you could decide how many cards were drawn and agree to the number of LPs you should gain.
If the effect is major and could have changed the way things played out dramatically, then the best option is to sometimes just continue playing.
If the effect is optional, such as activating "Trap Hole" when your opponent summoned a monster, then you simply missed the timing of the activation and most of the time you can't do anything about it.
It all depends on your opponent and the circumstances.
