Memorial Day (originally called Decoration Day) is observed to honor all US Military personnel who have died during all wars in which the United States has been involved. From 1868 until 1970 it was observed on May 30. In 1971 the Uniform Monday Holiday Act went into effect and since that year Memorial Day has been the last Monday in the month of May.
General John Logan officially proclaimed Decoration Day on May 5, 1868. It was first observed on May 30, 1868 at Arlington National Cemetery, Arlington County, Virginia when the graves of Union and Confederate soldiers who died during the US Civil War were Decorated with flowers. May 30th was chosen because during the Civil War there were no known battles that ever occurred on that day of the month.
After World War I Decoration Day became a day to honor those who died in all wars in which the United States was involved. It generally became referred to as Memorial Day but it wasn't until 1967 that Congress passed and President Lyndon B. Johnson signed legislation officially changing Decoration Day to Memorial Day.
The Uniform Monday Holiday Act, passed in 1968 and that took effect January 1, 1971, moved several federal holidays to a Monday to give federal workers three-day weekends. Memorial Day was one of those holidays and was moved to the last Monday in May.
