You are probably referring to a member of the American Lutheran synod which calls itself the LCMS or Lutheran Church-Missouri Synod. They are one of the small, socially conservative branches of Lutheranism which has maintained separation from the larger ELCA or Evangelical Lutheran Church in America. The LCMS is not a member of the Lutheran World Federation or the World Council of Churches while the ELCA is. Cardinal indentifiers are that they (the LCMS) claim a literalist interperetation of The Bible and practice closed or "close" Communion, believing that total doctrinal agreement is necessary amongst communicants. Unlike most other Lutherans in the world, they are under the headship of district presidents rather than bishops. Also in contrast to the larger ELCA, they do not accept women into the ordained priesthood or other offices of public ministry, and they have an intolerant view of homosexuality.
