If by children you mean anyone old enough to understand basic programming, then teach them VB.net, its very simelar to English in the syntax, has a huge support base, and is easy to learn. However, if the children in question woudl like to become serious prgorammers, VB.net is not the best option because its a lot different than other, more professional languages if you will. VB.net makes a lot of decisions for the programmer such as casting, allocating and deleting variables.. ect. This is good for a beginner but it can lead to problems and bad habits if you move to a lower level language.
