To do that you need a web space called hosting space. You will need to find a hosting provider and buy web space. Once you have obtained an web space you can use FTP clients to upload your files. There are three things you have to learn for a basic website that is not a run of the mill freebie site: HTML, CSS, and JavaScript. HTML and CSS are the two most important. Okay, actually CSS is most important for the design and layout of the entire site - page by page. HTML is important for the actual content (text, etc) for a static website. JavaScript will add somewhat of dynamicy to a static page, but it's only client-side.

If you want to create a more dynamic website that is server-side, i.e. way more functionality, then you need to be familiar with PHP, MySQL, of course CSS, rather than HTML. Use PHP if you want a community for your website, where users can sign up and sign in. Before you ever start programming your site, you must have a game plan. Create an outline that will show where pages will go (how they are linked - navigation) and what will be in them (content). Navigation and content are important, just as the visual aesthetics. Then get out your old drawing pad and start out some sketches on how you would like your website to appear overall. You can also go page-by-page for some examples if they stray from the overall design of the site somewhat. Find a design that fits your mission. If you're using Adobe Dreamweaver CS3 to create your site, you can do the final design in Adobe PhotoShop and use it as a tracing for building your site in Dreamweaver. Of course, another important aspect is finding a home. You will need to find a webhost that will allow whatever programming you are using - PHP, MySQL, Ajax, etc. Most free webhosts do not allow the use of these languages - they are HTML/CSS/JS only. However, there are cheap hosts out there that will have this capability. Finally, you will need to register an easy to remember domain name that relates to the purpose of your website.
