"High Quality" is lower quality than Press Quality.
If you want the absolute highest quality PDF, start with Press Quality
and turn off all downsampling.
But for just about every purpose I can imagine, this is going to be
overkill, unless your pictures are already a reasonable quality for
printing. Some printers will charge you extra for giving them PDFs
bloated with unnecessary resolution that wastes processing time.
And, as Ozzwoman says, finished PDF file size depends on content. Four
pages of text is much less information than four pages of pictures.
