Some scooters are deliberately made not to go faster than - whatever.
Sometimes it's a thing that looks on engine rpm, sometimes it'll actually look at speed. Sometimes there's a crude mechanical thing to mechanically limit movement or air/fuel flow.
These parts might be called restrictors, governors or limiters.
Removing a limiter can be called to de-limit the scooter and will usually make it go (a bit) faster.
How much is hard to say.
Limiters are often used to make a vehicle fit a certain legal definition.
If the engineering limit of the engine is close to the legal limit, then removing the limiter won't change much. If the engineering limit is far from the legal limit, there can be a big change.
