What is the difference between an Islamic state and a non Islamic state?

A state could be a country or people. the Islamic state refers to the people who practice Islam. the religion is in a system where you have a religious leader who is also a political leader. he is their king and prophet, so to speak. many people consider this to be a dangerous way to have a government, because one man controls the minds and bodies of its people.
