An SR5 is the V6 Engine package. The TRD is Toyota Racing Development found in most 4cyl 4WD 2.7ltr engines. (I'm 99% positive)
PreRunner SR5 = Type of Package of Vehicle whether it is the Tacoma or 4Runner SUV TRD OffRoad Pkg = similar to the 4 wheel drive truck where all 4 wheels are engaged for offroad. only difference is for the TRD OffRoad Pkg is that just the front driver and rear passenger tires are engaged.
The 1999 Toyota Tacoma SR5 (with the V6 engine) has a timing belt. The 4-cylinder Tacomas have timing chains.

If it is a 4 cylinder, it has a chain. If it is a 6 cylinder, it has a belt.
First if its a 91 its not a Tacoma its a SR5, the first Tacoma series started in 1995.5 and it depends what size engine you have, The V6 or the 4 Cyl. V6 Is 5 1/2 quarts 4 Cyl is between 4 and 5 I cant fully remember
I don't know for sure about a 1998 Tacoma, but on my 2002 Tacoma SR5 V6 both the high and low port are on at the top, back, left side (passenger's side) of the engine compartment. The low port has a grey cap with the letter "L" on the top. The high port has a black cap on it.
