Well, I doubt Justin Bieber is a good topic. For a school report I recommend you do it on George Washington, or Pennsylvania. Stuff like that. But, I'll help out anyways. In the introduction tell a LITTLE about Justin Bieber. Who Justin is & what you can expect further into the report. In the first paragraph tell how he got famous. When he was born, early life, & his friends BEFORE he got famous. Just pretty much tell about him before he got famous & how he got famous. In the second paragraph tell about his first challenges of becoming famous. What he had to give up, how he dealt with it. What he had to face that was new, how he dealt with that. Just stuff about his early days being famous. In the third paragraph tell about his life now. Personal & stuff he tells the world. How his career is flourishing & what YOU expect out of him. In the conclusion tell about who you think Justin Bieber is, & why you chose to write about him. Tell the reader you hoped they enjoyed. That's pretty much it. Remember, I do think you should try another topic- but if you insist, there you go.
