Yes. The PhD is the highest degree. An MD is first professional degree, nothing more. A PhD is always a higher degree than this and represents a finished education whereas an MD is nowhere near the completion of an education. There is no dispute on this. A PhD holder is called "Doctor" and this is never confused with a physician who is also referred to in society as "doctor" but who is only one for professional reasons. People often say that we should not call PhD's doctor because this is confusing...confusing for WHOM? No PhD would condescend to misrepresent herself by telling someone that she was a physician if she was not (as if she would acutally care!). Thus, no one is confused; this is a misrepresentation and a mischaracterization that lay people persist in believing. Therefore, PhDs are always called "doctor" because it is a matter of respect to those who are, indeed doctors, and who have indeed earned the highest form of education available.
