The child must wear a properly fitted DOT approved helmet, comfortably reach the passenger foot pegs/boards on the motorcycle, and eye protection if the motorcycle is not equipped with a windscreen (a helmet visor or approved goggles fill this requirement). There is no minimum age requirement.

According the the Kentucky motorcycle drivers manual, a helmet is to be worn by anyone under 21. It makes no mention of minimum age. But I do think commen sence plays a factor here as well.
