For a beginner the best bike is the one(s)he can buy where there's help to be had.
As a rookie rider, you will have questions and issues. Buy where you think people will help you out.
Maybe you'll need another saddle, maybe a rack to carry the bike on your car, maybe you decide that fenders will be a nice feature.
Eventually you'll need the brakes and gears adjusted.
Apart from that, try to pick the right price range.

If you haven't ridden a bike before at all I'd suggest that you don't start with a fixie. If you already know how to ride, and want to take up fixie riding, then go for a bike with front + rear brakes and good pedal-to-ground clearance(=short cranks).

crf230f is a great beginner bike and will suit your size well. Once you got the basics down in a year or two (depending how fast you learn), you may want to move up to a bigger bike. I is always better to start of on a smaller bike though to get used to riding.
