1. Ignore them.
2. If they keep on bothering you, just tell them to STOP. Say it like you really mean it.
3. Tell the teacher! Or a grown-up that you trust.
4. I'm not sure if this works but, get a group of friends and tell the bullies to stop.
5. Start a "Bullying-Free" club. I've heard many schools have those clubs.
My school doesn't have one because once our principal knows that bullying happens in my school, the bullies will be suspended forever. My principal HATES bullies because she survived it through high school. She had bullies and she's giving revenge to the bullies.

If you mean an individual, then it is because the person doesn't see the bully as a threat. The bully cannot jump out of your computer screen and attack you. Defamation, hacking, and impersonation are certainly problems, but maybe the bullying doesn't rise to those levels. If you mean companies, there may be a number of reasons. Perhaps they are understaffed. Or perhaps the bullies use proxies, stay right below the level needed to get attention from the site, or the sheer volume of content on the site keeps the staff from dealing with all of the bullying. Or maybe they are ignoring some bullies because they are busy dealing with other bullies.
