If it is really icky, a gasoline powered pressure washer and a house washing solution (available at Home Depot or Lowe's) like Krud Kutter brand ($11) will do the job. Spray on the solution with a low pressure nozzle and then spray it off with a medium pressure nozzle.
If the vinyl siding is in poor shape, excessive pressure washing will destroy it. Use medium pressure, keep the nozzle the recommended distance or more away from the vinyl (typically 8 - 12" or more), and don't stay on one spot too long. Don't force water into the little vent perforations that are along some of the drip edges and near the bottom.
