Dipping a sponge in warm water, bleach, and a scrub brush, will clean outside vinyl siding. This way will take a long time, especially without soap and heavy water. The quickest and easiest way to clean the siding is to power wash it.
A hose and a sprayer with a mild soap like Simple Green can do the job.
If it is really icky, a gasoline powered pressure washer and a house washing solution (available at Home Depot or Lowe's) like Krud Kutter brand ($11) will do the job. Spray on the solution with a low pressure nozzle and then spray it off with a medium pressure nozzle.
