I'm not sure about cheapest, but my Fujitsu Windows 8 laptop runs Spore on the highest graphics smoothly and without lag. However, to run it smoothly on any computer, you can try reducing graphic quality, playing in browser-mode(not in full screen), and close any other running programs. Hope this helps.
