Pretty much all of the US's foreign policies are self-serving (like any other country's foreign policy). This is the nature of foreign policy; however, the U.S. also explicitly supports several policies which seem hopelessly naive and idealistic (e.g. promotion of global democracy). Many of these "fluffy" policies are indeed driven by the unique American ideological character, but also are more pragmatic on a deeper level (global democracy is good for the US because it can promote trade and lower levels of conflict). This, of course, it not to say that many US policies aren't fraught with internal conflict, and in many cases, hypocricy.

There is no "a" foreign policy. Every national political group - especially but not exclusively states - pursues it's own foreign policy. There has been countless stances of foreign policy before, during, and since World War One. You need to be more specific for a less general answer - say, inquiring about the foreign policy stance of the United States, or Russia, or some other nation.
If the foreign aid policy was to change some things it would have a whole different aspect of what the policy is mainly about. It may or may not be better for the other nations.
