Safety is the condition of being uninjured, working in a way that does not result in injury, etc.

Culture is an aspect of a company that describes what the employees of the company, from CEO to floor sweeper think is so important that it basically goes without saying. Safety culture is when doing things safely; advance planning to get the work done without injury, illness or incident; stepping in to fix a safety problem as soon as it is noticed, by whoever notices it; etc.; are part of the company culture. Everyone expects it to be that way and doing it that way is not affected by needs to meet a deadline, etc.

When a company has a Safety Culture and priorities change, the focus on safety is not even considered for change as it is a basic value rather than a priority.
