Files is any set of information or commands stored on your computer.

A database is a collection of "files" that are interconnected or along the same subject...think customer's account information.

While a database on a computer is a file, or set of files, a file does not have to be a database.

Everything stored in a computer is a file. That includes pictures, reports and data bases. A data base is information that is structured in a particular way so with the intent that it can be retrived as needed.

This could be analogues to having a juck drawer where you have to look though everything to find what you need. On the other hand your dresser has a drwer for socks one for underware etc.
