But the rate is constrained by the ratio of the money supply in the country (the liabilites of the central bank) to the central banks foreign reserves that back the currency (their assets). This limit (about 15% at this time for Iraq) is typically vastly less then the "RV" claims (100,000%) of the scammers pushing people to buy physcal currency at inflated prices (often 20% above the official central bank rate).
