chlorine has 7 already, so it just wants one extra, from carbon. hydrogen only has one to give, so it can o to carbon. Carbons will usually always want to bond with each other and they need 4; so there will always need to be 4 bonds on carbon to get them to an octet

(ignore the "....'s" because its the only way the bond would stay in place

Dichlorodifluoromethane has a tetrahedral arrangement, meaning the two fluorine and two chlorine atoms are bonded to a central carbon atom as shown below. This is very difficult to do in this format (ignore the tildes ~ that I had to use to get the spacing), but the central C has 8 electrons around it, and on the 4 sides are 2 Cl and 2 F atoms, also with 8 electrons around them:

Carbon tetrachloride, CCl4. Draw the C at the centre four Cl around it. Draw a dot and a cross between each of the C and Cl. Draw six dots around each of the Cl atom.
