Goal oriented behaviour (Deciding what you want to do then working towards it in an orderly fashion) is not a consideration in Buddhist meditation. In many ways it is a pause from pursuing goals. The goal of meditation is to release yourself from goal seeking and seek an appreciation of where you are.

In the Zen story a student wants to achieve enlightenment and promises to his master that he will meditate daily. "That will take many years" says the master. "Then I will meditate for hours each day" says the student. "That will extend your task many decades" says the master. "Then I will meditate unceasingly" says the student. "And never be enlightened" says the master.

The harder you try the further it puts you from your goal.

What are facts Buddhist meditation?

If properly done, it's essentially the same as any other kind of true meditation. That is, focusing the mind for long time on a very specific and simple object, being physical or not (even "no object" could be). It seems that in Buddhist meditation some meditation objects are more frequent. Such is the case of meditation on breathing, on the body parts or on the full body as a whole among others.
