Traditionally and realistically?

The Russians have only ever had two governments. A Dictatorship, monarchical or not, and an oligarchy, with democratic trappings or not.

They are currently in an oligarchic stage, with the standard democratic/federalistic window dressing popular amongst regimes nowadays. They actually started this phase long before the "fall" of the Soviet Union.
